Seneca Telecommunications’ senior leadership team consists of proven program managers and industry experts, each with decades of experience managing and deploying successful, complex projects in the telecommunications and IT support sectors, program and operations support and the Government contracting sectors.  Their leadership abilities are augmented by a highly skilled team of managers and staff skilled in program execution, equipment and systems selection and deployment, operations and management support services, and facility construction – all performed with the highest levels of skill and expertise.

Mark Baines, President

Mark Baines recently transitioned from a very successful 30 year Military career and joins Seneca Telecommunications from Germany where he served as Commandant of NATO School from 2009 until 2013. There, as a United States Army Colonel, he commanded a staff and faculty of over 200 personnel representing 26 different NATO and Partnership for Peace nations, and was responsible for all aspects of NATO School's operation.

Some of his pervious assignments include Deputy Commander of 5th Signal Command in Europe, Commander of the 21st Signal Brigade in Maryland, and a four year tour at the White House as a Presidential Communications Officer. 

Mr. Baines is a native of New Hampshire and was born in August of 1961.  After graduation from Manchester Central High School, he attended Norwich University where he received a Bachelors of Arts degree in Criminal Justice.  Additional degrees include a Masters of Science Degree in Administration from Central Michigan University and a Masters in National Security and Strategic studies from the U.S. Army War College. As a former Signal Corps Officer in the Army, he is an experienced Information Technology (IT) professional with strong leadership, organizational and planning skills. 

Mr. Baines not only has a background in IT and telecommunication services, he also is well-versed in federal contracting due to his service in the U.S. Military where he oversaw IT operations, executed multi-million dollar budgets, and supervised large staffs. In addition, he maintains an established and extensive professional network across the Department of Defense, Federal Government, and the Commercial sector.

Mr. Baines has a unique set of abilities to achieve success for Seneca Telecommunications while doing the same for the Seneca Nation of Indians. His professional experience across IT and telecommunications and federal contracting is a tremendous benefit to Seneca Telecommunications. Mr. Baines provides the Seneca Nation of Indians with superior operational expertise coupled with significant educational knowledge to grow business and expand the employment opportunities for members.

Charles J. Helman, Ph.D., Chief Operating Officer

Charles J. Helman, Ph.D., is an expert with over thirty years’ experience in all aspects of operations management, organizational development, program/project management, and subcontract administration.  Currently, Dr. Helman oversees program operations for Seneca Telecommunications, LLC.   He led over 175 employees throughout the US and abroad to deliver all contracts on-time and within budget of a $150 million contract portfolio.  His program performance was validated with government CPARS ratings of “Exceptional” in technical and customer services.   During his career, he has functioned as Chief of Operations for an Alaska Native SDB 8(a) company expediting services in telecommunications, logistics support, IT, simulation and training, and other professional services worldwide. He is a results driven senior executive skilled in strategic planning, personnel, budgeting, and business analytics with excellent communications skills.  He holds a Top Secret Clearance.

Jason Ahn, Vice President of Business Development

Jason Ahn is Vice President of Business Development at Seneca Telecommunications where he is responsible for driving company’s new revenue opportunities. He has more than 20 years of experience in helping companies grow their market position with proven expertise and track record in managing products, services and operations, identifying key market opportunities, and cultivating strategic business partnerships in domestic commercial, international and U.S. Federal markets.  Mr. Ahn has held various marketing and sales positions for globally recognized companies including Michelin, MCI, Global Crossing, and NANA as well as working for venture-backed start-up companies.  Prior to joining Seneca Telecommunications, Mr. Ahn worked as a consultant helping KDDI, KT and SAIC expand their international market presence. 

Mr. Ahn has an undergraduate degree from Virginia Tech and an MBA in International Business from George Washington University.  Mr. Ahn also served as an officer in the United States Army.

Jeffrey A. Ellis, Vice President of Corporate Development & General Counsel

Jeffrey A. Ellis for Seneca Telecommunications, LLC. Mr. Ellis has over 15 years of industry and government experience in management, consulting and legal capacities. Mr. Ellis specializes in business and technology strategy. He has extensive technology strategic planning experience in the public sector at the federal, state and local government levels.

Prior to joining Seneca Telecommunications in 2013, Mr. Ellis was COO and General Counsel for AgileNsite LLC, a strategic technology consulting firm. Mr. Ellis was an associate at the law firm of Skadden, Arps, Slate, Meagher & Flom LLP, where he specialized in corporate transactions. Mr. Ellis held consulting positions at Gartner Inc. and Deloitte Consulting.

Mr. Ellis holds a Bachelor of Arts degree in Philosophy and Political Science from the University of California, Los Angeles, a Masters in Business Administration from the Kellogg School of Management at Northwestern University and a Juris Doctor from the Northwestern University School of Law.  Mr. Ellis holds an active Secret clearance.
